The 2018 Singer School’s Rugby League is just a few days away..

This will be the second instance where the services of a Citing Match Commissioner (CMC) will be used as the project saw a pilot run last year during the second round. The CMC will be an independent officer appointed by the tournament organizers, who is responsible for citing players who commit any foul play during the 70 minutes of play.

In Sri Lanka, all of its professional rugby tournament consist of a judicial committee that has proper infrastructure set up for citing purposes and the recently concluded Dialog Club rugby season had the services of the citing match commissioner as well.

Dangereous play was clearly not tolerated in the concluded Dialog Rugby League as the Citing Commissioners were strict on player safety

The primary purpose of introducing this feature is to ensure that the Schools Rugby League operates in a competitive manner with respect to the true spirit of rugby. With the top division league being highly competitive, the tournament has evolved into a ‘win at all costs’ atmosphere and over the years this has resulted in a drop in the disciplinary standards.

Thus, with the inclusion of citing, the organizers expect to see competitive yet disciplined rugby for the 8-week long league that will be later be followed up by the President’s Knockout Trophy.

The league that kicks off this week will have several amendments made in comparison to last year’s edition with the playing time reduced to 70 minutes as the tournament aligns with under 19 regulations prescribed by World Rugby.
